What Is Operation Access?

Operation Access (OA) coordinates surgical and specialty care for people who need it. OA and a network of over 90 Bay Area community clinics have identified patients in need of care, and matched them with volunteer medical professionals who have donated over 20,000 vital surgical procedures and diagnostic services. In 2018 alone, OA coordinated 1,784 services for 1,351 low-income, uninsured people, restoring health, quality of life, and ability to work for these individuals and their families. OA’s network of volunteers, hospitals, and ambulatory care centers offer these services to eligible adults free of charge. Over 1,000 medical volunteers, over 100 medical groups, and 75 hospitals and ambulatory care centers donate a wide variety of outpatient surgical and specialty care to clients who live in the San Francisco Bay Area. OA’s target population faces staggering structural inequality because of their limited income, immigration status, race, language, and ethnicity. They grapple with discrimination in health care, jobs, education, and housing. Without sufficient income, they cannot afford health insurance coverage; because of their immigration status, they are excluded from health coverage. When they get sick, they suffer. Operation Access offers a solution: it provides a referral pathway for community clinic patients who need specialty medical services most clinics cannot provide. Its medical volunteers donate their time and expertise to treat people in need at no cost to the patients. OA marshals donated medical care with the goal of treating uninsured people quickly and effectively. OA is a crucial, and often the only, resource for community clinic patients who need, but cannot afford, surgery or specialty care. Demand for OA’s services is accelerating. In 2018, OA received 22% more referrals from clinics than it did in 2017. Referrals are increasing again in 2019.
