About Us Manifest MedEx is one of the nation\'s most comprehensive nonprofit health information exchanges (HIEs) as it combines 11.7 million claims records from Blue Shield of California and Anthem Blue Cross with the 5 million clinical patient records of Inland Empire Health Information Exchange (IEHIE) and its 150 participating partners. This HIE allows physicians, nurses, hospitals, health plans and other organizations throughout the state to share patient\'s health information while providing them with the necessary tools to help their patients receive the safest, highest-quality care possible. Allowing immediate access to state of the art electronic health records network results in a timely, safer and improved quality of healthcare for the patients across the state of California.
