What Is Employment Training Panel?

Established in 1982, the Employment Training Panel (ETP) is a business and labor supported state agency that assists employers in strengthening their competitive edge by providing funds to offset the costs of job skills training necessary to maintain high-performance workplaces. For over 30 years, ETP has served as California's premier economic development tool, encouraging many companies to locate or expand in California while supporting job creation and retention through training. ETP is funded by a special tax on California employers and differs from other workforce development organizations because we allow employers to design their own training. ETP fulfills its mission by reimbursing the cost of employer-driven training for incumbent workers and funding the type of training needed by unemployed workers to re-enter the workforce. Overall, the ETP program helps to ensure that California businesses will have the skilled workers they need to remain competitive. ETP can contract directly with any one of the following entities: Private-for-profit employers, certain non-profit employers, Chambers of Commerce, Trade Associations, Joint Apprenticeship Training Committees, Economic Development Corporations, Community Colleges, Workforce Investment Boards and WIOA funded entities. ETP has several initiatives targeting the training of traditionally underserved populations including small business, veterans, and at-risk youth. ETP also has additional programs supporting apprenticeship training, alternative and renewable fuels, career technical education, and advanced manufacturing.
