In 1989, the state of Texas introduced new legislation allowing individual communities to use a portion of local sales tax collections to fund economic and community development efforts. Later that same year, Amarillo voters chose to invest the maximum-allowed 1/2-cent sales tax to create a 4A economic development organization, and in 1990, formed the Amarillo EDC.
