Charles Kelly and Niles Hill, engineers for the Burlington-Northern Railroad, saw a need for a private contractor who could build, maintain and repair spur tracks from private owners up to the railroad right of way. In 1987, Neal and Alice Houser purchased Kelly-Hill Company with the aim to improve service and increase the scope of the business.
