What Is DC Corrections Information Council?

The District of Columbia Corrections Information Council (CIC) is an independent monitoring body mandated by the US Congress and the DC Council to inspect, monitor, and report on the conditions of confinement at facilities where DC residents are incarcerated. This includes facilities operated by the Federal Bureau of Prisons (FBOP), the DC Department of Corrections (DOC), and private contractors. The CIC reports its observations and recommendations to the DC Mayor, the DC Council, Congresswoman Norton, the DC Deputy Mayor for Public Safety and Justice, the Director of the FBOP, the Director of the DOC, and the DC community. The CIC was established by the Revitalization Act of 1997 and expanded through the District of Columbia Jail Improvement Act of 2003. Through its mandate, the CIC collects information from many different sources, including facility inspections, communication with incarcerated DC residents, and community outreach. During site visits, the CIC inspects a facility, interviews staff and DC residents at the facility, and assesses programs and services available to inmates. The CIC releases reports on inspected facilities, along with an annual report addressing broader issues affecting the conditions of confinement of incarcerated DC residents. The CIC does not provide direct services, and it does not act as a personal attorney or provide legal representation or advice. However, all information from DC residents is important to the CIC and its purpose of providing accurate information on the conditions of confinement of DC residents. The CIC reviews all reports, concerns, and other information that is received, and individuals are strongly encouraged to contact the CIC regarding their experiences. All information the CIC receives is kept confidential and anonymous. The CIC does not give out specific names or confidential information to any person, any agency, or the government without the express permission of the provider of the information.
