The Center of Innovation and Development (the "CID"), located on the Northern Neck in Kilmarnock, Virginia, is a Public-Private partnership fostering the establishment of an advanced development center for information technology in the Northern Neck of Virginia. The center is designed to host software-intensive engineering activities in an onshoring business model. The CID's Operating Objectives are to: 1. Create a high-technology center in the Northern Neck to help diversify the local economy and provide a jobs magnet for younger works in the region. 2. Develop a high technology private enterprise designed to provide software development services to private organizations and Federal and State governments through an onshoring business model. 3. Establish, through a partnership with the RCC and LPS, a STEM program to build long-term educational improvements in the area and ensure a pipeline of knowledge-based workers in the region. Technology, particularly with the spread of broadband and advanced software tools, allows people with talents necessary to innovate and build better solutions to live and work in an environment of their choosing. The Northern Neck of Virginia offers a cost and quality of life unattainable elsewhere on the East Coast. The CID and its affiliates offer technology companies in the Washington, D.C. area, Richmond, and Norfolk/Hampton Roads state of the art facilities and talent within a 2.5 hour drive.
