BI-LO was founded by Frank Outlaw in 1961 when he acquired a 50 percent share of an existing four-store grocery chain in Greenville, South Carolina. He quickly took full ownership and expanded the company to 27 stores in just seven years. Outlaw was responsible for establishing the company's commitment to quality, value, and service. BI-LO's strong market presence and its solid financial setting made the company very attractive to Royal Ahold NV, which acquired BI-LO in 1977. Ahold is an international retail company based in the Netherlands, operating retail operations in Europe, Asia Pacific, and the United States. Ahold is one of the largest food retailing companies in the world. Under Ahold ownership, BI-LO retained leadership and continued to operate independently, encouraged by Ahold's philosophy of building on a company's individual identity and success.
