In October 2005, ANEI received a fifteen-month, $100,000 grant from the USDA to develop and implement a recycling-based, integrated, solid-waste, management program for Sullivan County, New Hampshire. ANEI is the nonprofit, community-consulting arm of Antioch University New England based in Keene, NH. ANEI's grant is complemented by a two-year, $90,000 grant that RCAP Solutions received from the U.S. Environmental Protection Agency to improve solid- waste disposal in Sullivan County, NH. Under the grant, ANEI will develop a long-term, recycling-based, integrated, waste-management program and implement select, innovative, pilot programs to field test their feasibility. This approach will help ensure that Sullivan County towns have realistic projections of how much waste can be diverted and experience implementing these cost-effective programs. The recycling-based, integrated, waste-management plan will emphasize reducing the volume and toxicity of waste through recycling, waste reduction, reuse, composting, proper management of household, hazardous waste and residuals. The plan will explore economic-development opportunities that promote partnerships in managing waste across the public/private divide. The plan will strive to maximize job-creation opportunities through collection, processing, and re-manufacturing of recyclable and compostable materials.
