The GIS Consortium is a public entity that was formed in 1999 to help communities meet the financial challenges of developing effective information system solutions. The GISC model is based on creating an economies-of-scale that reduces cost and risk for its community members. MGP founder Thomas A. Thomey developed this model in 1998.
