On August 6, 1991, Michael A. Bernal formed Regent Systems Incorporated (RSI) with the goal of providing professional services in the areas of computer systems development and computer hardware sales. RSI began as a subcontractor in support of the United States Government defense industry. After two years of successful contracting with the Government, Regent Systems initiated the appropriate steps to accelerate its growth as an IT provider. RSI applied for and received its certification in the Small Business Administrations 8(a) program. RSI was certified as an Ohio Minority Business Enterprise (MBE) in February of 1994 and by the SBA as an 8(a) program participant on June 20, 1994. RSI became a member of the Nevada Minority Purchasing Council in 1999. RSI currently is registered in the State of Michigan as a Small Minority Business and is a certified Minority Business Enterprise for the state of Indiana. RSI has since successfully graduated from the SBA federal 8(a) program. During this time RSI conducted an extensive market analysis as part of its strategic planning initiative. The analysis showed that a need existed for Minority owned business representation in the IT service area. In an effort to fill this void, expand its business scope and diversify its business base, RSI developed strategic partnerships with several firms that demonstrated an excellent track record in the IT discipline. These relationships resulted in significant growth for RSI.
