The Essential Services Commission is Victoria's lead applied micro-economics agency, with functions spanning many significant industries including energy and energy efficiency, water, transport (taxis, towing, rail & ports) and local government. We also support the Government by applying our economic and regulatory expertise when conducting one-off inquiries across a diverse range of policy areas. The Commission's functions include: - Making regulatory decisions with respect to certain prescribed industries including making price determinations, licensing, customer protection and resolving access disputes - Undertaking reviews and providing advice to Ministers on a range of economic and regulatory matters and - Administering the Victorian Government's energy efficiency target scheme. The Commission's objectives are set out in the Essential Services Commission Act 2001 and other relevant industry-specific legislation. Its primary objective is to promote the long-term interests of all customers with respect to price, quality and reliability of essential services. The ESC is structured as a Commission comprising a full-time Chairperson and two part-time Commissioners. It is supported by around 80 staff led by a Chief Executive Officer and four Executives. The Commission's work is delivered through three Regulatory and other Divisions and is supported by the Corporate Services Division.
