Kentucky’s Community Mental Health – Mental Retardation Boards were enabled by the State Legislature in 1964, following the passage of the Federal Community Mental Health Centers Act of 1963. The Central Kentucky Regional Mental Health Board, the first in the Commonwealth of Kentucky, began operation in 1965. In 1971, the Central Kentucky Regional Mental Health Board merged with the Southern Bluegrass Regional Mental Health-Mental Retardation Board to form, what is today, the Bluegrass Regional Mental Health-Mental Retardation Board. Our Community Mental Health Center provides primarily outpatient services to approximately 30,000 individuals (adults and children) in the seventeen counties of the Bluegrass Area Development District.
