Immigration Counseling Services (ICS) is Oregon’s only independent nonprofit law firm providing affordable immigration legal services to foreign-born residents of Oregon and Southwest Washington. We believe everyone has a right to reputable legal counsel and representation. Our mission is to strengthen Oregon’s communities and help bring stability to individuals and their families by providing legal services, outreach, and education to foreign-born residents of Oregon and Southwest Washington. Since opening its doors in 1978, ICS has served thousands of immigrants from 90 different countries.
ICS has offices in Portland and Hood River and operates a monthly mobile legal clinic in Redmond. Our main areas of focus:
1. We offer general immigration services, including help with family-based petitions, waivers and adjustments of status, asylum, T and U visas, and VAWA cases.
2. We offer legal services to immigrants who identify as LGBTQ.
3. We operate Oregon’s only program for unaccompanied minors and represent all children under the age of 18 who have been apprehended by ICE and detained in Oregon.
4. We assist foreign-born victims of trafficking with basic services and advocacy.
We serve over 1,700 immigrants each year. All ICS legal workers are bilingual, and many are immigrants or the children of immigrants. They bring experience and deep compassion to this important work. We also rely on dedicated volunteers with a variety of backgrounds.
