Collier is prepared to perform any of the following engineering-related services for local governments: Transportation Planning - The engineers of Collier Engineering Company, Inc. are experienced in assisting local and county governments in preparing planning reports and studies for transportation projects. Examples are studies of roadway improvement projects, maps and GIS layers depicting the various impacts of alternate alignments, and the management of intersection improvements. Surveying - We perform topographic/location surveys, construction staking using state of the art equipment and current methods to obtain and map results efficiently and accurately. Roadway Design - Our company performs the design of roadway projects for state, local and county governments. Collier professionals are familiar with TDOT standards for design and plans presentation, and we adhere to these standards throughout the project life cycle. Our staff is skilled in the use of software such as EaglePoint and GeoPak, and we use these tools in conjunction with MicroStation as our typical CAD platform. Projects range from roadway relocations, widenings, bridge replacement projects and intersection modifications. Preparations of preliminary plans, right-of-way plans and construction plans are routinely performed on each project, including traffic control plans, erosion control plans and drainage maps. Collier employs the latest geospatial technology and computer-aided design techniques - from the initial requirements specification of a project to the final status maps, construction prints, and as-built GIS/CAD data. Bridge Design & Maintenance - Collier Engineering Company, Inc. is experienced in the areas of hydraulic analysis, bridge design, and the estimation of construction quantities for new bridges, upgrades to existing bridges, culverts, and retaining walls. Additionally, the Collier professionals are familiar with the requirements, standards, and best practices associated with long-term bridge maintenance management programs; we adhere to TDOT standards such as the LRFD structural design specification, and we are familiar with such software packages as LEAP Software's CONSPAN, AASHTO's Pontis, and CarteGraph BRIDGEview. We have completed numerous projects from local fund sources, TDOT Bridge Grant fund sources, and the Federal Aid BRZ Program for many of our clients. Construction Management & Inspection - Collier Engineering offers the owner complete construction management services for all capital infrastructure within a local government's right-of-way, with an emphasis on roadways, sidewalks, curb-and-gutter sections, bridges, culverts, retaining walls, noise-abatement walls, etc. Our stable of engineers, GIS professionals, and inspectors can provide expert client representation and earnest stewardship on various phases of capital infrastructure maintenance projects including initial project specification and preliminary plans review of related proposals and specifications oversight of the RFP and bidding processes from initial site selection, project estimation, and bid mapping to inspection and acceptance of as-built construction creation of persuasive and informative reports, maps, plans, and multimedia presentations for public and/or interdepartmental consumption infrastructural asset inventory, needs assessment, prioritization and planning of asset repair and remediation efforts construction site development and work zone / traffic safety material logistics and project accounting pavement maintenance management (prioritization and performance of rehabilitation, rejuvenation, and resurfacing projects) construction inspection, pay estimates, field directives, change orders, ADA audit management and reporting, project close-out, etc. GIS data creation and attribution of as-built asset status Our inspection expertise helps to ensure a quality product beginning with the design phase and ending with the completion of construction. Our staff of experienced engineers and inspectors provides construction inspections and owner/stakeholder representation on roadway-, bridge-, and sidewalk-related projects, and other types of civil engineering projects throughout the region. Collier has an excellent history of maintaining project status records relevant to the quality maintenance and total cost of ownership of our clients' infrastructural assets. We keep detailed daily reports outlining all contractor activities and from that are able to accurately approve monthly pay estimates. Pavement Management Systems & Roadway Rehabilitation Methods - Collier professionals are familiar with today's automated pavement management systems including MicroPAVER and CarteGraph PAVEMENTview. Both are useful decision-making tools for the development of cost-effective maintenance, rehabilitation, and repair alternatives for roads and streets, parking lots, and airfields. Both MicroPAVER and PAVEMENTview provide important capabilities, including pavement network inventory, condition ratings, deterioration models, and maintenance and repair needs. Additionally, Collier is familiar with modern pavement rejuvenation and preservation products and methods for decreasing the costs commonly associated with the traditional asphalt life cycle. Soil / Stone Testing - Nuclear density gauge testing is always performed on the subgrade material and base stone layers to measure the compaction and moisture content. Hydraulic Analysis - On any project involving the stream crossings, such as bridges or culverts, hydraulic analysis is performed using HEC-RAS, the hydraulics software used by the U.S. Army Corps of Engineers. It allows us to obtain water surface profiles as required by FEMA's flood insurance program, and to minimize any adverse impacts to surrounding properties. Collier professionals are also versed in the requirements and process for revising FEMA flood maps. GIS / IT Services - Our expertise includes the more than 20 years of collective GIS experience using and customizing ESRI's GIS tools on projects involving transportation planning and operations, asset and facilities maintenance management, hydrology, construction management, and real property parcels. In addition to GIS needs analysis and workflow integration from the enterprise level down to the individual user, Collier can provide GIS data design (file-based or enterprise geodatabase), data collection and analysis, intranet/Internet distribution, and map production - as well as support for GIS and GIS-centric initiatives for permitting, program management, and infrastructural asset management. Collier Engineering was accepted in Q1 2006 as an Associate Business Partner with Azteca Systems, developer of the CityWorks asset maintenance management suite. This partnership allows Collier to provide its clients with enhanced administration and support services for best-of-class GIS-centric asset management solutions. Environmental Permitting - This company prepares permit applications whenever necessary on projects for submission to the Tennessee Department of Environment and Conservation, U.S. Army Corps of Engineers and/or Tennessee Valley Authority. Permits include ARAPs, 401 Water Quality Certification, Notice of Intent (NOI), TVA 26(a) and Storm Water Pollution Prevention Plan (SWPPP). Grant Applications - We have worked closely with the TDOT Office of Local Programs in obtaining numerous safety, striping and guardrail grants for our clients providing funding for numerous projects. Additionally, our staff is familiar with grant opportunities such as those presented by TDOT's Transportation Enhancement Grant, State Industrial Access Road (SIA), Local Interstate Connector (LIC), Congestion Mitigation and Air Quality Improvement (CMAQI), Surface Transportation (STP), and Interchange Lighting programs.
