Today, Western Emulsions serves California and Arizona with an emulsion plant in Irwindale, CA, in addition to our original Arizona facility. Our commitment to innovation was witnessed in the 1980\'s with the development of PASS® emulsion, a unique and proprietary asphalt product with rejuvenating characteristics. The product received a U.S. Patent in 1993, and since then it has continued to grow in popularity with agencies seeking to better maintain their streets.
