Sentinel Offender Services pioneered the concept of full service electronic monitoring paid by the offender, rather than the taxpayer. Since 1992, we have saved many government agencies hundreds upon hundreds of millions of dollars in monitoring fees and jail cost while providing full service, offender paid electronic monitoring programs and complete probation services for more than 500,000 probationers and parolees nationwide. 500,000 offenders that have successfully completed their sentences through our extensive program of community based, offender paid and offender funded services participation. And the Sentinel 'Portfolio of Solutions' is so much more ... Sentinel is the only major company in the industry who has remained operational and under the same ownership since inception. Unlike our competitors, we are the only large company that is privately held and our corporate structure and financial strength are the direct result of services provided strictly to offenders over the years. Our company growth can be attributed to our management experience and our focus on world-class customer service that has resulted in a 98% historical customer retention rate. Today over 65% of Sentinel operations and more than 70% of our staff reside in Georgia. Although our corporate office is located in Irvine, California our company originally began operating in Georgia where our President resided for more than 20 years. Operational decisions specific to our Georgia and Southeastern customers are made locally to allow a more efficient and effective decision-making process. The approach that Sentinel has employed in the provision of private probation services is that we are in service to both the court and the probationer. Our primary obligation is to ensure that the probationer is in full compliance with the orders of the Court, and we have an implied obligation to assist the probationer in successfully completing his/her sentence rather than being returned to custody. Experience has shown that by facilitating compliance rather than punishing failure we provide a higher level of service to both the court and the client while promoting a higher degree of successful completion. Our approach to misdemeanant probation supervision is unique as it is based on the successful completion of offenders who are enrolled in our programs. By focusing our efforts on assisting the probationer through communication and additional services such as Employment Assistance Programs (EAP), English as a Second Language classes (ESL) and extended office hours we have effectively been able to reduce the number of probation failures. Sentinel serves courts throughout the Great State of Georgia by providing high quality misdemeanor probation supervision and related court services. At the present time, we employ over 220 staff located in twenty-one offices across the state. We presently serve over 90 courts and supervise over 40,000 misdemeanor probationers, each month. In the fines and fees collection functionality at Sentinel, working successfully with many assigned participants, Sentinel has then processed and remitted more than one thousand checks, on a monthly basis, to designated victims, across America. We have a standing internal policy to 'balance' the timely manner and detailed process in which we collect, account and manage the variety of fees, fines and restitutions. Our attention to 'balance': never collect supervision fees in such a manner as to impact or delay the revenue stream return to the courts. Example, like last year, we collected and returned over $25 million to the courts and communities we serve in and throughout the State of Georgia. As a result of our success, we have continued to expand and refine our 'portfolio of solutions' that range from basic probation supervision to electronic monitoring and Kiosk services. Our relative size and the manner in which we have developed make it possible for us to adapt our programs to meet the specific needs and desires of the courts we serve. Sentinel Offender Services is a national operation that average more than five program deployments, per month annually. During the past several years our Georgia operational team has choreographed new programs with population participants ranging from 500 to more than 2000 in Probation, Electronic Monitoring and Drug Court venues. Our success is dependent upon our largest and most venerated resources, our personnel. We continuously develop and enhance our software programs, and services with the engagement of our staff that have operational expertise needed and desired for a comprehensive inclusion of necessary functionality, feasibility and design. Simply stated as "World-Class Customer Service." The single most important reason for the success that we have realized over the years is that we have worked closely with our customers. We have developed and implemented innovative solutions to complex problems and have properly created programs that others in this category would not consider. Sentinel provides professional and courteous service to all probationers and maintains a professional relationship with offenders who are completing court-ordered requirements. Our case manager and / or probation officer meets with the offender at least once a month to provide guidance and direction to the offender in completing the conditions of probation and to monitor his/her process. Appointments are scheduled to accommodate the offenders work schedule and efforts are made to avoid time lost at work due to reporting to their probation officer. Additionally, Sentinel provides alternative reporting times during evening hours to accommodate those offenders who work long or unusual hours. Sentinel addresses potential financial delinquencies from the beginning of his probation supervision process by providing completing a financial assessment on every probationer. This assessment evaluates the probationer's ability to pay court-ordered fines and ensures an attainable payment schedule is set to meet the Court's financial requirements. By involving the probationer in the assessment process, Sentinel is able to set a payment schedule that provides the probationer the best opportunity to successfully complete his/her probation sentence. Additionally, the probationer's acknowledgement of the financial assessment and agreement with their payment schedule minimizes confrontational conversations if the probationer later becomes financially delinquent. Across the Sentinel Offender Services national network of 40 field offices, our staff conducts more than 100,000 client interview each month.
