Tampa Bay Water Tampa Bay Water is a special district created by interlocal agreement to supply wholesale water to Hillsborough County, Pasco County, Pinellas County, St. Petersburg, New Port Richey and Tampa. We provide wholesale water to our member utilities, who in turn provide water to more than 2 million people in the tri-county area.
