What Is The Center for Health Care Services?

The Center For Health Care Services as the Local Authority in Bexar County serves persons with mental illness, mental retardation and substance abuse. The Center is committed to continuous quality improvement in the overall performance of the organization through an ongoing, comprehensive performance measurement program. This effort requires ongoing communication with consumers, stakeholders, board of trustees, clinical staff and all levels of management. Furthermore, the Center supports an effective Quality Management Program consistent with its mission, values and goals. The Quality Management Plan is developed and implemented as approved by the Center's Board of Trustees. The Plan strives for quality data collection which will assist network administration and its providers in making judgments relating to policy issues, delivery of care, funding and growth; supporting information for insurance and benefits claims; aiding in defending consumers and providers in legal affairs; cultural diversity and educating providers. The Board of Trustees delegates implementation and oversight of the Quality Management Plan to the Center's Quality Council. Data analysis and cost analysis are the basis of the Center's efforts to profile individual, unit, program and network performance levels. The plan provides a mechanism for evaluation of five domains; outcomes/satisfaction measures, systems measures, external environment, provider performance measures, and financial/auditing measures. Data analysis focuses on root problem identification, correction and follow-up to problem resolution. It is a continuous process, which will improve the delivery system and outcome results. It demonstrates a commitment to provide quality services for all individuals served within the Center's provider network.
