What Is Refashion?

EXTENDED PRODUCER RESPONSABILITY FOR CLOTHING, LINEN AND FOOTWEAR IN FRANCE\n\nAs part of France’s commitment to sustainable waste management, an ERP scheme has been set since 2007 for\nthe Clothing, Linen and Footwear (CLF in English / TLC in French) producers, distributors and importers.\nCompanies are considered responsible by law for the management of the end of life of the products they market in France.\nThey can either organise their own recycling program that must be approved by the French authorities or contribute to a Producer Responsibility Organization (PRO) accredited by law to provide for them.\n\nEco TLC is the only organisation accredited by the French public authorities to cover for the sector. It is a non-for-profit private company directed by a board of industrials that aims to tend towards 100% reuse and recycling of used CLF. The organi- sation was formed following the law of the 21st of December 2006 (Article L-541-10-3 of the Code de l’Environnement), ratified on the 27th June 2008. Currently, Eco TLC represents more than 95% of the industry.\n\nECO TLC’S PROJECT:\nEco TLC role is to foster the collection, recycling and recovery\nof all used clothing, linen and footwear to address environmental issues such as waste management and resources preservation.\n\nEco TLC gathers all stakeholders of the TLC industry\n– from the designer to the local authorities who are involved in the TLC lifecycle – around a common purpose: to develop an e cient industry within a circular economy approach.\n\nIt sets itself in the sustainable development:\nENVIRONMENTAL:\nWaste reduction through recycling and reuse of material.\nECONOMIC:\nSustainability and increase of the activities linked to the collection, sorting and recovery of the used TLCs.\nSOCIAL:\nJob creation through recycling activities, with a focus on promoting social inclusion.
