The first glimmers of the Quad Knopf effect were seen in 1972 when two of Visalia's administrators-Harry Tow and Randy Zeeb-recognized the need for top-quality engineering and planning services to support California's Central Valley. They saw that the area's infrastructure would need to grow to meet the needs of the expanding population. Forming a consulting group called Quad Consultants, Harry and Randy soon became the city engineers and planners for numerous small communities. Quad's reputation and business grew along with the Central Valley. Branch offices opened throughout California's Central Valley. Responding to client demands, Quad expanded its services to include environmental planning, biological sciences, geographic information systems, and landscape architecture services. In 1998, Quad joined with Knopf Engineering to deliver the additional expertise in civil engineering, surveying, land development and GIS knowledge areas.
